Call for Expressions of Interest (EOI) for selection of focus countries for the ACP-EU Development Minerals Programme Phase II

Background

The ACP-EU Development Minerals Programme aims to improve the livelihoods of people working in Artisanal and Small-Scale Mining Enterprises (ASMEs) along the Development Minerals value chains in countries – members of the Organisation of African, Caribbean and Pacific States (OACPS). This programme (Phase II) builds on the achievements of its predecessor programme (Phase I), which helped built the capacity of stakeholders in 41 OACPS countries and provided in-depth support in six countries (Cameroon, Republic of Guinea, Uganda, Zambia, Jamaica and Fiji). Phase I of the programme also helped boost local enterprise development through formalization of ASMEs. In terms of Public Administration, the results of the previous phase contributed to improving regulatory frameworks for responsible mining.

The current Phase II of the programme continues to support the six focus countries selected previously. Through this call for Expressions of Interest, the programme will select four additional countries to participate in the programme to receive support for formalization of Artisanal and Small-Scale Mining Enterprises.

The Programme was initiated by the Secretariat of the OACPS (Organisation for African, Caribbean and Pacific States, formerly known as the ACP Group of States), is financed by the European Commission through the intra-ACP 11th EDF, and UNDP, and is implemented by UNDP at the request of the OACPS.

The objective of the call for Expressions of Interest

The objective of this call for Expressions of Interest (EOI) is to invite interested countries – members of the OACPS – to submit applications to be selected as additional countries for receiving direct support in Phase II of the ACP-EU Development Minerals Programme.

Who can apply?

This call for Expressions of Interest is open to countries – members of the OACPS (EDF-11 eligible). All the Expression of Interest applications must be submitted through Ministries in charge of mining, together with the UNDP Country Offices. A letter of support from the European Union Delegation/ Country Office would be desirable.

In this case, the application must be sent before the due date specified below. The sending date will be verified by the postal stamp or the receipt of the express mail. However, for reasons of administrative efficiency, the Contacting Authority may reject the Expression of Interest applications sent in due time, but received after the effective date of approval of countries’ selection by the evaluation committee.

The due date for submission of Expression of Interest applications is Monday 20 September 2021 at 5:00 pm (Brussels local time). Any submissions received after the deadline will be rejected.

The length of the Expression of Interest application is expected to be no longer than five (05) pages excluding annexes. Applications can be submitted in either English or French.

A virtual information session about the Expression of Interest applications can be organized for those who will request such a session. Countries that submitted the Expression of Interest applications previously, for Phase I of the Programme[1], may reuse their previous applications after updating their content. After the technical evaluation of applications, the list of selected countries will be endorsed by the Programme Steering Committee. All the countries that submit applications will be informed of the selection results.
