The program aims to enhance the management and contribution of Development Minerals to Uganda's socio-economic development. The report highlights that Development Minerals, including industrial minerals, construction materials, dimension stones, and semi-precious stones, play a crucial role in local economies by providing jobs and livelihood opportunities. Despite its significance, the sector often remains informal and faces challenges that hinder its full potential. "

This toolkit provides guidance on safety, health, and environment (SHE) for Development Minerals mining sites. The toolkit emphasizes the importance of adhering to national and international Health, Safety, and Environment (HSE) standards for sustainable management of Development Minerals.


Situational Analysis on Safety, Health and Environment in the Development Minerals Sector

This report is a situational analysis of safety, health, and environment (SHE) in Uganda's Development Minerals sector. The analysis identifies stakeholder capacity gaps in managing SHE within the sector's operational context, including the legal framework, key actors, and challenges. It also reviews existing SHE risk mitigation and management provisions. The report proposes actionable measures and regulatory framework strengthening to support the sector's sustainable development.


Situational Analysis of Conflict in the Development Minerals Sector

This report presents a situational analysis of conflict within Uganda's Development Minerals sector. It details the findings of a study that examined the various forms of conflict prevalent in the sector, existing grievance handling mechanisms, and capacity gaps among stakeholders. The analysis covers conflicts among miners, between miners and other parties (like landowners or buyers), and those related to resource ownership and environmental concerns. The report also assesses the strengths, weaknesses, opportunities, and threats (SWOT) within the sector regarding conflict.


Community Engagement Toolkit for Development Minerals Mining Sites

This toolkit is designed to guide stakeholders in the Development Minerals sector in establishing effective Grievance Handling Mechanisms (GHMs). It acknowledges the inevitability of conflicts in the mining sector and provides a framework for preventing and managing them fairly. The toolkit outlines common conflict types within the sector, details the components of a GHM, and offers step-by-step guidance on how to implement and operate a GHM at the mine site or community level. It also emphasizes the importance of understanding the local context, engaging key actors, and ensuring that the chosen GHM is legitimate, accessible, equitable, and culturally appropriate.


Baseline Assessment and Value Chain Analysis of Development Minerals in Uganda

To support the in-country efforts of the ACP-EU Development Minerals Programme in Uganda, a comprehensive "Baseline Assessment and Value Chain Analysis of Development Minerals in Uganda" was commissioned. This assessment is presented in two volumes:

Volume 1: Baseline Assessment of Development Minerals in Uganda: This volume comprises four main components:

• A baseline profile of the sector.

• The policy, legal, and institutional framework.

• The institutional operating context.

• An analysis of environmental, occupational, and social impacts.


Volume 2: Baseline Assessment of Development Minerals in Uganda: Market Study and Value Chain Analysis. This volume constitutes the fifth component of the overall Baseline Assessment and is structured into two main sections:

• A market study providing an overview of the current market and key factors influencing demand, future market trends, and the investment climate.

• Value chain analyses of four selected focus minerals – clay, sand, stone aggregate, and dimension stones – chosen from the eight minerals detailed in Volume 1.
